Mr TARZIA (Hartley) (15:20): Thank you, Deputy Speaker. It is amazing how well behaved one can be when they are on two warnings. I rise today to speak on behalf of the Indian residents in my electorate and talk about the celebration of Diwali 2014, which will take place in Adelaide, and for millions around the world, at the end of October. Many of my constituents in Hartley are of Indian descent or identify with Indian people; in fact, that group is one of the largest multicultural demographics in my seat.

(a) notes the Australian Red Cross is celebrating the 100^th anniversary of its founding on 13 August 1914, nine days after the outbreak of World War I;

I rise to consider supporting the bill with the amendments suggested by the deputy leader. The bill goes to the heart of transparency, as we have heard, and certainly transparency is extremely important within the government and the public sector. Lack of transparency results in distrust of our system, and that is not a good thing.

Mr TARZIA (Hartley) (17:29): I also rise to support the bill preferably with the amendment which the diligent member for Bragg has proposed. However, I will support the Criminal Law (Forensic Procedures) (Blood Testing for Diseases) Amendment Bill 2014, with or without the amendment.

Mr TARZIA (Hartley) (12:09): I wish to inform this place that I am not the lead speaker on this bill.

Mr TARZIA (Hartley) (17:32): I rise to congratulate the Norwood Football Club on their back to back to back (three) premierships in a row at the weekend. By the way, the hearts of many on this side of the house beat true for the red and the blue, including but not limited to the member for Dunstan, the member for Flinders, the member for Morialta and, in the other place, the Hon. John Dawkins.

Mr TARZIA (Hartley) (16:57): I rise to also support the bill and the amendments in question. I would like to commence by firstly acknowledging, as the member for Goyder has done, the good work that local government and local councils especially do in the community. They do a fantastic job in my area. I have three councils in Hartley: the City of Norwood Payneham & St Peters (which is my old council), as well as the Burnside council and the Campbelltown council.

Mr TARZIA (Hartley) (12:46): I rise to speak in favour of the motion and commend the member for Stuart for initiating it. I have an enormous amount of respect for the police not only on the front line but also in the important other roles they play—in Neighbourhood Watch, for example, in keeping our community areas safe and informed. As we have heard, National Police Remembrance Day on 29 September will see the day on which South Australia Police stop to honour its officers who have lost their lives in the line of duty. This is one of the most significant days on the policing calendar.

Mr TARZIA ( Hartley ) ( 15:32 :35 ): We saw yesterday how the government abandoned the people of Hartley, breaking their pre-election promise to upgrade the Paradise Interchange and build a park-and-ride facility. Today I draw the house's attention to another abandonment in the area of Hartley in regard to East Marden Primary School. This is a school in my electorate which has over 650 students.

Mr TARZIA (Hartley) (16:41): I also rise to support this bill. As we have heard, the opposition will support it in this place and reserve its right in the other place. I note it is a thin bill. A thin bill is a good bill. It is much thinner than the other bill we had to read a few weeks ago which accompanies this bill. No doubt, in future years to come, it will be seen as a crucial part of the Enfield enlightenment, as the member for Schubert has pointed out.
